2020 Entry information to Hungary for UD students regarding the COVID-19 situation

Hungary has successfully concluded the first phase of its efforts against the novel coronavirus and it was the first European Union member to rescind its special legal order and introduced Covid-19 pandemic preparedness period.
 
As the epidemic is on a downward trend in Hungary, the University plans to start the academic year as usual  in September.
 
First, please make sure that you pay the fees mentioned in your Letter of Acceptance as soon as possible, but until the given deadlines the latest.
 
You will find below some important information regarding your entry to Hungary and the compulsory Medical check-up!

1. Entry information to Hungary

 

Travel information
As the situation changes day-by-day and  country-by-country some flights can be cancelled, or it is possible that there is no direct flight to Budapest or Debrecen International Airport.

Please look for alternative connections to Budapest Airport.

E.g. generally speaking there are connections from Frankfurt, Munich, Dubai, Istanbul, Doha, Amsterdam, Paris, London to Budapest.
 
Please check regularly the website of the airlines!

According to our information (09/07/2020) Wizzair will restart flights again in August to Debrecen International Airport

Entry information:

 

Hungarian legislation has defined 3 categories based on the current COVID-19 pandemic situation:

 

GREEN countries: COVID-19 infection rate is low

YELLOW countries: COVID-19 infection rate is moderate

RED countries: COVID-19 infection rate is high

 

You may check the list of countries in the categories here.

The list will be regularly reviewed and updated if necessary.

 

 

1.1. In case you are from a VISA bound country

 

  • As soon as the payment is confirmed by our Financial Department (it may take up to 10 days), we shall send you the visa supporting documents. Stipendium Hungaricum Scholarship students receive their documents via the online application website (please follow the instructions of Tempus PF).
  • When you receive the visa supporting documents, please start the VISA application as soon as possible.
  • According to our recent information the majority of the Hungarian Embassies have already opened and started the D-type VISA application procedure. 

 

Please check your local Hungarian Embassy’s websites regularly for more information on their VISA application procedure! The Embassies will publish all recent information on their website.

 

  • In case the Hungarian Embassy in your country remains closed or does not accept D-type Visa applications until the end of August, late arrival will be possible. Although we are currently working on the details, you will be informed about this scenario in time.

 

You may enter Hungary with a valid D-type VISA or a valid residence permit.

 

  • You will be obliged to undergo a medical examination at the border to check for signs of Covid-19 infection. Those individuals suspected of infection will be required to stay in quarantine for 14 days.
  • If there is no suspicion of infection, you will be required to stay in quarantine for 14 days.
  • In case you have no symptoms of COVID-19, and you can present a certificate (in Hungarian or in English) e.g. from your country of residence at the border, you can be exempted from the self-quarantine
    • This certificate should be state that you have not COVID-19 infection, based on 2 negative molecular-biological SARS-CoV-2 tests both done within 5 days at arrival. Between the 2 tests there should be 48 hours difference.
  • In case you have no symptoms of COVID-19, and are obliged to stay in quarantine, you will be allowed to do two molecular-biological SARS-CoV-2 tests on your own cost, after your arrival in Hungary. Between the 2 tests there should be 48 hours difference.
  • In case you arrive from a YELLOW country, you will be allowed to leave the quarantine after the first negative SARS-CoV-2 test. (You will still have to take the second tests)
  • In case you arrive from a RED country, you will be allowed to leave the quarantine after the second negative SARS-CoV-2 test.

In case you have no accommodation in Debrecen yet, please contact TroubleShooter University info point, they can help you to find private accommodation.

 

 

1.2. In case you are from a non-VISA bound country

 

Your local Hungarian Embassy/Consulate/Representation will provide you with a certificate with which you will be able to enter the Schengen zone upon request.

In case you are from a YELLOW country (see full list here)

 

You may enter the country.

 

  • You will be obliged to undergo a medical examination at the border to check for signs of Covid-19 infection. Those individuals suspected of infection are not allowed to enter the country.
  • If there is no suspicion of infection, you will be required to stay in quarantine for 14 days.
  • In case you have no symptoms of COVID-19, and you can present a certificate (in Hungarian or in English) e.g. from your country of residence at the border, you can be exempted from the self-quarantine

In case you are from a RED country (see full list here)

 

You shall submit online a written entry request to the Hungarian Police. The entry request can be submitted in English or in Hungarian electronically only. You may submit the request here: https://ugyintezes.police.hu/en/uj-ugy-inditasa/

(On the first page of the form in order to fill in the "Point of entry" field correctly please start type "Liszt Ferenc"  or "Debrecen" so that you will be able to pick the correct airport and terminal.)

 

Please attach a certificate from the University stating that you will start your academic year in September 2020 at the University of Debrecen. Please present this certificate at the border as well.

(This certificate will be issued by the University of Debrecen.)

  • You will be allowed to leave the quarantine after the second negative SARS-CoV-2 test.

Stipendium Hungaricum Scholarship students can apply for a dormitory place later in July but seats are extremely limited so they can also contact Troubleshooter to find private accommodation.

  • Before travelling to Hungary, please check relevant travel safety requirements and regulations (e.g. have masks or face covers).
  • Please plan your travel according to your self-quarantine obligations.
  • Exact date of the registration period is stated in your Letter of Acceptance.

 

2. Medical check-up procedure

 

We would like to share some important information about the medical check-up procedure and requirements of the University of Debrecen.

Please read it carefully, follow the steps and make sure that you bring all necessary documents with you for the registration.

 

3. Online registration

  • According to the current COVID-19 epidemiological situation online registration will be open for all freshmen of all international programs in the frame of which students can enroll and register for the courses, while they are encouraged to arrive to Hungary as soon as possible and join UD's on-campus training. We are working on the technical details now and you will be notified via a direct email about actual steps and deadlines.
  • Due to different safety regulations all around the world you may not be able to arrive in Debrecen in time (eg. delayed visa application process, airport lockdown, missing flights, etc.)*. The University of Debrecen is developing a temporary online support so that you can join courses and study remotely until you arrive and can join the on-campus education in Debrecen. We will inform you about the details in due time.
    *(In case of visa refusal you can not start your studies online.)
  • In case you cannot arrive in Debrecen due to any unforeseeable circumstances, please contact your admission coordinator via email, and we will make case-by-case consideration.
